1. Document as much information as possible even the basics, the address and the owner's name if you know it. Take a photograph of the property as soon as possible, hopefully before too much of its historic fabric is demolished. If you have access to any other information about the property jot these notes down. Check Google maps (Streetwise) and pull a photo off that site to show what the property looked like before it was demolished if there are no other resources available.
2. With documentation in hand and information available email and phone the City of San Diego Development Services Department (619)446-5000to determine if there is a permit issued for demolition at that address and don't stop there.
Then contact Tricia Olsen at the city of San Diego (619.236.6582) to determine if the project had gone through a historic review process. If it has, ask for results of the staff recommendation and compare it with what you received from the DSD department to ensure that there is a match up to what is actually being done on the site.
If the work is in process and exceeds the permit or you have reason to believe that there was not adequate effort to determine its historic status, contact your council representative immediately to alert the staff of the issue - talk to someone and don't just leave a message. Request the staff members assistance to get a stop work order to the site immediately if you suspect that there is an ability to save the property from further damage if there is anything out of order. Despite the role of the Development Service staff members to make these decisions it seems that it is not likely to get any assistance with a stop order without city council or their staff member involvement.
3. Get your neighbors involved and send an email to Save Our Heritage Organisation and keep them informed during the process by copying them so that they too can help put pressure to stop the progress of a demolition. The more pressure from more people and organizations the better in a case where inadequate review or no permits have been issued. And, a lot of pressure is needed to actually get the city to respond or take action to stop a demolition in progress.
4. Depending upon the answers received from your investigations there are additional actions that you can take. The main thing is to stop any progress if the process was not followed properly. If the project has gone through a review process and was determined not to be historic and you disagree with that decision contact Save Our Heritage Organisation and ask for their assistance or professional advice on the particular matter.

For local designation the City’s Historical Resources board makes the determination as to the historical significance of a property based on certain criteria including: Contribution to Community development, Architectural integrity, Previous owners and Architect/Builder or as part of a Historic District. Historical nominations are studies that are typically prepared by consultants or property owners. After the study is submitted, the owner pays a fee for staff review then is notified of the hearing. After a property has been designated as a historical site, it will be placed on the City's Register of Designated Historical Resources.
