Concerning An Interim Ordinance for
Height Limits in Uptown

1. Background
Uptown Community. The Uptown community encompasses Hillcrest, Mission Hills, Bankers Hill/Park West, Middletown, the UCSD Medical Complex area, and part of University Heights. Uptown Planners is the community planning group which advises the City on matters relating to development in the Uptown area.
Community Plan & Zoning. The present community plan for Uptown was adopted in 1988, and a related zoning change followed this. The zoning contains provisions for heights up to 150 feet tall (about 15 stories) along portions of Washington Street, University Avenue and 4th, 5th and 6th Avenue.
The Need for An Interim Ordinance. The community plan is now 18 years old. Conditions have changed since adoption of the plan. An update is needed to the community plan so the entire community can re-evaluate the guidelines for future development in Uptown. Pending completion of updates to the community plan and related zoning, California law provides that an “Interim Ordinance” can be enacted to ensure that new projects will not conflict with contemplated changes to the community plan or zoning.
The Interim Ordinance, as recommended by our planning group. On June 6, 2006, Uptown Planners voted 12-2 to recommend that the San Diego City Council adopt an interim ordinance limiting heights for new construction in the following portions of Uptown:
65 feet along 4th, 5th and 6th Avenue, from Laurel St. to University Avenue
65 feet along University Avenue, from 3rd Avenue to Park Blvd.
50 feet along Washington Street from Dove to Ibis Street in Mission Hills
If adopted by City Council, this interim ordinance would be in effect until an update of the community plan and related zoning is completed, for up to two years.
